Norfolk Casino Awarded Gaming License, Plans Temporary Venue

VA lottery boardThe Virginia Lottery Board unanimously approved a gaming license for the Norfolk casino operators on Wednesday, clearing the way for the venue to begin operations.

Under state law, the casino must launch by November 15. To meet this deadline, Boyd Gaming and the Pamunkey Indian Tribe have introduced a provisional facility called The Interim Gaming Hall, first announced in August.

This temporary venue will serve patrons until the full-scale casino resort is completed, which is projected to open in late 2027. Project officials are confident “The Interim” will be operational within the next two weeks.

“We expect to share more exciting updates with the community soon,” said David Strow, Boyd Gaming’s vice president of corporate communications. “The interim gaming hall will be ready on schedule.”

The Interim Gaming Hall will be housed in a large tent on Park Avenue and will offer over 130 slot machines. Table games will not be available. Operating hours are expected to run from 10 a.m. to 2 a.m.

“This is just a glimpse of what’s to come in 2027,” Strow added. “Our focus remains on delivering a world-class resort that Norfolk and its residents can take pride in, on time and within budget.”

The Permanent Location

The permanent $750 million resort will include a 65,000-square-foot gaming floor, a 200-room hotel, multiple dining options, entertainment venues, and outdoor amenities. According to Strow, the development is projected to generate nearly $3 billion in economic impact over its first decade.

“This project will be transformative for Norfolk,” he said. “We’re thrilled to keep pushing forward.”
