PENN Entertainment has broken ground on a new Hollywood Casino Hotel Council Bluffs, a $180 million to $200 million project that will replace the adjacent Ameristar Council Bluffs riverboat casino when it opens, currently expected in 2028 and subject to regulatory approvals.
